In the parks pre-RD, what about FP?

We like to do the pre-park opening breakfasts (Tusker House, Crystal Palace, etc). It adds to the magic for us and always puts us front of the line for things like the Safari.
Next trip, we are first time offsiters. If I'm understanding, it sounds like we do breakfast but instead of being one of the first on the ride (ex: Safari) we would have to wait around if we don't have a FP. Is that true? Are non-FP visitors now second class?
Also, when can you book both FP and ADRs if you are offsite?

You can schedule FP+ at a kiosk in the park day-of, and ADRs 180 days in advance as always. See the green link in my signature for more FP+ info.

You could still be the first on if there was no one in line. You don't have to have a FP to ride.

So have breakfast, go to the Safari and ride, then head to a kiosk or I think you can use the app, and make your other FP+ choices for the rest of the day.

At this time (at least) off-site guests cannot use the app to make FP+ reservations, even day-of.
