In the captains quest how do u get past task 15 where u need the diver pin??

You don't need the divers suit. To aquire lumiere, I went to the Small world imports and bought him 150 credits I think he was..

Yes, that's what it is. Basically to explain (because buying that candle makes almost no sense to me) but if you look at the treasures in the tank there is a Lumiere candle, so basically thats why.
