I'm not sure, I have never used a TA. So I don't know how in-room gifts work when you have an agent and want to order.
I guess you can go to the website and try.

You can do your own online check-in and book activities - and can purchase gifts by fax or phone already if you use a TA. Cannot see why this would be different.

Its off to the right of the page, on his twitter feed, says "next few weeks".

Well, since no one other than the OP seems to have seen it (I looked on the DCL blog as well and could not find it), it is clearly not in effect yet so no one can “confirm” anything about it.

BUT I can confirm that you can purchase gifts over the phone even if you use a TA because I have done it myself.

It's on the DCL Blog website, on the bottom right in the in the Tweets scroll. Appears to have been posted yesterday @ 2:09pm

In the next few weeks, @DisneyCruise will be updating the way you shop and purchase Gifts & Amenities. It will transition to an online order form eliminating the need to fax in an order form​

Well I already did what I wanted to for our June cruise, but this is a good change for my 2020 trip!
