Immigration on Eastern??

Do all cruisers have to do the early morning immigration check at st thomas or just non US citizens? I know it changed after 9/11 but I have only done western since than, and was wondering if it changed back.

Yes, because the the Magic has stopped in a port other than a US port, therefore it must go through immigration before it can return to a US port.

At least that is the story we got when dragging ourselves out of bed a 6AM
