I'm Totally Confused!

I just started watching the TV movie Category 7. Is this a two night thing? I looked at the guide and it didn't say that this was the second half, but I can't make heads or tails out of what is happening. It started out right in the middle of a huge disaster. No lead up. No explanation. Am I dumb or is the movie just that bad?

It was listed as part two of two on my tv. As you can see, I'd rather DIS than watch it though . The only reason I had it on is because I love the show Cold Case that was on right before it.
