I'm having a bit of trouble trying to figure when to go to the restaurants we want to go to ... Also, is it okay to eat in our resort restaurants even if we're not staying there?

Basically I just need to decide when to go everywhere, anyone want to help me?

I haven't been to many WDW restaurants but I'll share my thoughts on the few I have been to.

Columbia Harbor House - my favorite CS restaurant.
Sanaa - delicious and great view.
Tusker House - Good buffet restaurant.
Kona Cafe - had a wonderful breakfast. Never been to other meals.
Cosmic Rays - meh.
Sunshine Seasons - I wasn't expecting much but I got a surprisingly good Pork Chop here.
Sci-Fi Dine in - another favorite. Good food, great atmosphere.
Flame Tree - not bad. Good portion on ribs
Beaches and Cream - good food, nice retro feel.

You can dine at any of the resorts, even if you are not staying there - so book those ADRs for other resorts! :thumbsup2

Here's our reviews of some of the places you list:
California Grill - we absolutely loved dinner here and would love to go back sometime
Chef Mickey’s - food was "eh", but the kids loved seeing the characters!
Hollywood & Vine - I was ill, but DH and the kids ate lunch and said it was "eh" at best
Rainforest Café - this is one of our favorite places - but our DS was scared of the storms and the animals
Planet Hollywood - I've never cared for PH, especially since I can eat at them at other places
Old Port Royale - it was mediocre

Granted, this is just how we felt about those options. It seems that you're skipping out on our favorite places. :laughing:

If you're on the DDP, I'd recommend booking for dinners when possible (you get more bang for the buck). If you're paying OOP, then lunch might save you a few dollars. Keep in mind that some places have different menus for lunch and dinner, so that may be something to keep in mind.
 
Yes you can eat at the resorts even if you aren't staying there. We won't be eating at our resort at all this year, lol. Will at others though. My thoughts on a few of them as well.

California Grill - We are trying this for the first time this year. Ate there many many many years ago

The Wave - Love it

Chef Mickey’s - My kids are over the characters and the food is just ok

Liberty Tree Tavern - Lunch or dinner? We are trying lunch this year, the dinner is ok family style we enjoyed it

The Crystal Palace - We enjoy all the meals here, breakfast the most

Tomorrowland Terrace Fireworks Dessert - hoping to try this too this year

Rose & Crown Pub - ate here a few years ago and enjoye it, on our list this year

Via Napoli - another new one for us this year

Hollywood & Vine - the food has really gone down over the years, we did the character lunch last year and that was fun and there wasn't a lot of people there, but not as good as it used to be

Rainforest Café - nothing special and have no desire to go back, the atmosphere is neat but there are so many places that are much better IMHO

Tusker House - first time this year doing breakfast

Planet Hollywood - Havne't eaten at this one but have eaten at others, another just so so place and not worth the visit

T-REX - another one for the atmosphere, we ate here last year and won't do it again no one enjoyed their food and service was horrible

ESPN Club (Just The Boys) - another "name" place and the food is so so

Boma - honestly we hated it and left hungry, but we tried it

Old Port Royale - good variety

Ohana my son loves 'Ohana, on our list again
 

First, you can eat in any resort restaurant no matter where you are staying. Now onto your list:
California Grill -this is an amazing restaurant. Try to get reservations close to a fireworks show time at MK. The view is incredible.

The Wave- I really like this restaurant but it does have a more grown up feel. I love their breakfast!

Chef Mickey’s- This is a great time any time

Cinderella’s Royal Table- never done this

Liberty Tree Tavern- not as good as it used to be when there were characters

The Crystal Palace- Great for Breakfast

The Plaza- Haven't been here in years

Tomorrowland Terrace Fireworks Dessert- never done this

The Garden Grill- never done this

La Hacienda De San Angel- had a bad experience here but so many people love it so don't take my word for it.

Rose & Crown Pub- once again try to go close to illuminations. Great view

Via Napoli- haven't been here

Hollywood & Vine- Haven't been here

Rainforest Café- both the rainforest cafe and T- Rex are great for a non park day in DTD.

Tusker House- never been here
Planet Hollywood- never been to Orlando location but haven't been inpressed.

T-REX - see above

Portobello (Just The Wife & Me) - haven't been here

ESPN Club (Just The Boys)-just a bunch of burgers...mostly about the sports stuff.

Boma- SO GOOD. I have been to breakfast and lunch here and both are winners.

Old Port Royale- never been here

Garden View Tea Room (Just The Girls)- a mother daughter must do!

Ohana- I like dinner better than breakfast even though the characters are so cute. On a side note Kona Cafe is amazing as well.

Garden Grove- never been here.

Yachtsman Steakhouse- I like Le Cellier better.
