I've never eaten at Il Mulino but we did eat at Tutto Italia last Friday as part of the CP Dining Package.
We did not have a good experience. Service was slow and very few of us enjoyed our food (we had a party of 7). They would also not let the three tweens in our group modify their adult meals/kids meals at all. It was my daughter's birthday that day and she was in tears at the table because there was nothing she liked on the menu and they refused to let her order off the kids menu or even change the type of cheese on their adult pasta dish. Very rude.
What happened to cccdisney would NEVER happen at Il Mulino! Absolutely no comparison between the two restaurants, other than Il Mulino is notches above Tutto for food, service and ambiance. Children are welcome at Il Mulino if that is a concern.
Il Mulino is better for food, ambience, and service.
Don't get me wrong. Our first day there is always an outdoor lunch at Tutto but we want the sun and the park. Food is better than Alfredo's.
However, it would be like comparing the Olive Garden with any Fine Dining experience. If you can go to Il Mulino do it! The walk over from the park is lovely!!!
I was leaning towards Il Mulino, because we had a bad experiece at an Italian restaurant in Downtown Disney at Disneyland that was owned by the same restaurant group that operates Tutto. I guess my gut was right, Il Mulino it is! ;>
Apples and oranges. Or, better yet, pizza and osso buco. Tutto is a pizzeria. Il Mulino is a full-blown Italian restaurant. Each has its place. But if you are planning on a nice meal with professional service, a nice selection of wines and atmosphere, head to the Swan.

I ate at Il Mulino for the first time a couple months ago and loved it. And as others said, I did see a lot of kids, so they are definitely kid friendly. (I don't have kids and felt the kids there were all well behaved or distracted with toys.)
Of course, those on the Disney Dining Plan wouldn't have the option of choosing Il Mulino because it doesn't participate in the plan. If you're not on the plan, I'd definitely recommend it.
