to do Halloween things, what would you hit? It will be from about 8 - 11 in the morning, so at least lower crowds. For sure HM and SM with the overlay. What else are must-dos to soak up the Halloween spirit in a hurry? We are localish, and this is the only DL visit we can squeeze in this busy month!

HMH and SMGG are the only two attractions with Halloween overlays. Other than that, it's mostly just decor in Frontierland (including Big Thunder Ranch and Día de Muertos display), NOS, and Main Street. It's not in the park, but the GCH also has the Spooky Tree confectionery showpiece.

I've thought about this a little more and my plans would depend on whether you going to DL on a morning when there is a Magic Morning/EMH or not. If there is no MM/EMH, I would head straight to SMGG and ride that at opening (the line should be fairly short), then head towards HMH and either get a FP for that or ride it depending on the length of the line. Afterwards, or while waiting for the HM FP time window, I would wander over to Frontierland and check out the decor there. If there is a MM/EMH that morning, I would grab a SMGG FP as soon as you enter and then head over to HMH and ride that and check out Frontierland while waiting for the SMGG FP.

There's not much in terms of Halloween activities outside of Mickey's Halloween Party. You'll have the 2 ride overlays (and accompanying Nightmare Before Christmas-themed accents in certain parts of New Orleans Square), some decorations on Main Street, decorations in Frontierland (at the soon-to-be-gone-forever Ranch), the Dia de los Muertos display (which takes all of 5 or 10 minutes to see), the Ray Bradbury Halloween tree (which takes a couple of minutes to see), and the Halloween "Tree-t" in the GCH lobby, with a possible appearance by the Cadaver Dans (they have recently been spotted in the GCH lobby).

So I'm pretty sure you should be able to do most of that in 3 hours, depending on the wait for HMH and SMGG.
 
My own plan if I were in your shoes:

depending on wait times, grab FP for space mtn first thing or just ride it, then head to HM. Eat pumpkin beignets before or after getting on HM. Ride pirates on the way back from HM towards space mtn (just because I like that ride and some of it is kind of spooky, and waits are probably <10 min that early, although no halloween theming on it)

No other halloween theming other than shopping and treats I know of in DL, but big thunder might also be a short wait option, I would also try to slip in star tours and Indy if FP and wait times allow, given they are all in the same general route you will be moving between. Matterhorn right after grabbing space mtn fast passes is also an option at that time. Depends on what you like and if you want to do other rides or strictly Halloween stuff. Peter Pan would probably kill 30+ minutes in line even at rope drop.
 

FP as soon as you enter for Space M then HM, after get the beignets and coffee @ Mint Julep bar and go ride Pirates, get FP for Big Thunder, browse Dia de los Muertos and snap pics of Halloween Tree (both displays @ Frontierland) go to SM... browse Main St
 
You guys are the best! No EMH/MM on our morning so sounds like we'll head to SMGG first. We've never seen (or noticed?) the Ray Bradbury tree or Dia de los Muertos display, so thanks for the heads up! PRobably won't make it into CGH but that's fine. And yes, we'll definitely fit in a couple more rides, I'm sure. Thanks!
