If you change resorts once your dining is booked would the dining reservations be effected? What about fast passes?

No and no.

Your dining is not effected because everyone can book 180 days out with or without a hotel stay. Fast passes will not be effected as long as you are switching to another onsite hotel and do it before/ immediately after you cancel your current hotel reservation.
