If/When free dining is announced (based on previous years):

1) Is there any requirments other than min # of nites? Is it available to stays in Values?

2) Can you use a discount code and also receive the free dining promotion which is offered during that timeframe?
 
I checked on the promo a few weeks ago and they said they were 98% sure it would come out the first part of April. I don't know about # of night requirements, but we did stay in the value resort the last two years with it.
 
Last year, the free dine was available at the values.

If the free dine comes out, then you can't combine discounts.

The minimum number of nights is 3 and Free Dining was available at every level resort except the Home Away From Home resorts.

Nope. You need to pay rack rate. At the Deluxe level of resort standard room-only discounts can end up cheaper than free dining.

It's typically been available for regular rooms in values, not, as noted, in the AS suites.

Unless a specific discount code is offered for the package itself, no. Disney probably considers the free dining enough of a discount and won't issue additional codes.

If you have a room-only reservation that is discounted, you can't add the dining plan to that. If you have a package that has been previously discounted, you would probably have to rebook with a free dining package if that's what you'd rather have. Disney typically doesn't stack discounts.

I think they did have the ability to book a HAFH resort through WDTC as part of a package, but if you're staying at those resorts on DVC points, you can't take advantage of package discounts.

We are planning on staying at the Poly Sept 10th - 16th. If I book the FD and another discount comes out that would end up being cheaper for us. Can I call and switch it?
