is there an option to step outside to watch? Dinner right now is at 7:40 with a 9 Illuminations.

No. That is not something expected or normally done. If you leave your table they believe you are finished. You can always ask and see what they say

Stepping outside won't really help based on the location, down that hill area

If you want to see it you really need to have paid and leave by 8:50 to get out of the restaurant and into a viewing area

If this is your goal, tell your server and pay as soon as you have your first course. Maybe skip dessert too
