If I rent points for lodging can I get the dining plan if so who do I pay?

Yes, you can add dining without getting tickets. The person you're renting from will add the dining plan to your reservation and you pay for it when you check in. I don't know if you can just decide to get it once you're there and checking in, maybe someone else can answer that.
