Yes. If you trade into a week at a DVC resort at WDW through Interval International, you are eligible to purchase the Disney Dining Plan. You do not need to buy ticket media to qualify. You must buy it for seven days for every member of your party.
When your trade comes through, you will be given the number for DVC Member Services. You will need to call them to pay a $95 fee. At that time, you can also sign up for the Disney Dining Plan, Disney's Magical Express, and you can make dining reservations through Member Services.

Do you know, do you have to check in certain days? If you're not staying a full week, does it make any difference? I would be okay with "paying" for the extra days, but wouldn't be using them.

DVC stays through II are always for 7 nights. The most common check-in/check-out day is Saturday, but I've seen other check-in/check-out day at IntervalWorld. In theory, the check-in/check-out day could be any day of the week, but I've never seen a day other than Friday, Saturday, or Sunday.
An interesting question would be whether you could buy DDP for fewer than 7 days if you promise to check out after fewer than 7 nights. My guess is that the answer is no, because DDP is tied to the length of the reservation.

you can always check in and out - at your time - just as long as in the days of your reservation.
but with the $95, plus $38.99 per adult per day - you are during yourself a disservice not to stay the entire time.
forgot if you don't check in on time - be sure to call the resort (not DVC MS the resort) and tell them you will be late. DVC doesn't generally do this but other resorts do- they have the right to rerent your villa if you are consider a 'no show'.
The way the DDP works is you get credits. As I recall it's 1 snack, 1 table, and 1 counter credit per person per day. But you can blow the credits in any order at anytime.
In theory you could go and burn all 7 snack credits in the first hour of the first day to load up your fridge. Or you could use 2 table credits for in-room dining.
So you could use the extra days, you are paying for.

Someone who needs to check out 2 nights early from a 7-night II exchange stay at a DVC resort could simply have dinner at signature restaurant on 2 of the evenings, thereby using the 7 TS credits for 5 dinners -- and still getting value from the DDP (if they like 3-course dinners).

This is correct - you get one snack, table, and counter per day. Also, some of the more "premier" restaurants count as two TS meals, and they call these "Signature" restaurants. This does not neccissarily mean these are upscale meals, because some of them are character dining (hence the extra "cost"). Good luck and have fun!
