If I book a villa at beach club or boardwalk during free dining week, from people who are not using theres during that week, am entitled to the free dining?

Free dining is offered by Walt Disney Travel company as a discount on a Magic Your Way package. You would need to be booked directly from Disney to qualify for the offer.

Do you mean with DVC points? No, you must book a full price room through CRO to get free dining and a minimum 2 day ticket. The full price room could be a villa.

Gottcha! Also, did they change it, being able to buy a meal plan if you stay at the dolphin or swan yet? I can get a discount to stay there because of DH's job.

No, you can not use one of Disney's dining plans if you stay at the Swan or Dolphin. They are not Disney owned/operated hotels.

You can purchase a dining plan if staying at a DVC villa on points.
