If I book 3 rooms now, can I cancel one later?

Planning to go WDW in Feb. We definitely need 2 rooms, but may need a 3rd if my in-laws decide to go. I'd like to make the reservations ASAP so if I get 3 rooms and my in-laws decide not to go, can I cancel their room later without it affecting the other 2 rooms. We will hopefully be using the Armed Forces Salute discount.

Depends on the conditions of the deal. I found an FAQ here: http://www.militarydisneytips.com/Disneys-Armed-Forces-Salute-FAQ.html but it doesn't mention anything about the cancellation policy. I would call central reservations and ask if there is a cancellation policy, or talk to your TA and ask that specific question. Also, you might get better traffic for this post on the Disney Resorts forum.
