If Free Dining Plan Comes out-How does it work?

I am a novice to these board (but addicted!!) so need advice. Just got my PIN, thanks to the advice of those on these boards, so have reduced my Fall stay considerably. Folks are talking about a possible free dining offer. If it does come out, how does it work? We are staying in All Star Music, if the offer is traditionally different for Value Resorts.
