With what I'm reading here about some AAA agents especially - and I don't mean to pick on them, I LOVE AAA and wouldn't be without it...I'd make a backup reservation if free dining is announced. There are some agents who are (like DU) Disney specialists and it is their job to watch for discounts. But there are many TA's who aren't necessarily going to be on the phone at 7 or 8am to check on a discount for free dining (IF it comes out). They may not be aware of it, or they may have other things to do that morning.
Anyway - I'd personally make sure to have something as a back-up, especially if the agent doesn't seem so Disney aware or keen on making changes. Disney has already offered free dine to UK residents and onsite guests previously - so it may be limited if announced this year. I just don't want to see anyone miss out if it was announced.
That said - free dining didn't sell out quickly at all the previous 2 years. But a lot of people are waiting this time around! It will be interesting to see what happens.
