I would not take my child out of the country without a passport.
You think you will never have a medical emergency but my dad shattered his ankle in bermuda and nearly needed to be airlifted home. He thankfully was able to fly on a regular plane but it would have been even worse without passports.
imo a cruise is a luxury thing and the cost of the passport is part of it.
