Is just a birth certificate good enough for a toddler? We’ve got passports but the DCL site makes it seem like I might need a birth certificate and photo ID for our baby, but we definitely don’t have a photo ID for her right now.

we are considering just getting her a passport card but if just a birth certificate copy is good enough we’d prefer that route

Children 15 years of age and younger are required to present one of the documents listed above, but do not need to present a Government-issued photo ID.

no, she doesn’t yet, we were considering getting her one but we are on a tight time frame so I just wanted to make sure a birth certificate only was good enough
 

If you have need to return to the US early, a passport is necessary for air travel.

I am unsure of what protocols exist for emergency transport. That‘s a place I’d rather not go, but it makes sense to me to be prepared in case it’s needed, especially with the potential risk of a Covid-19 infection and potential associated medical issues.

We have a 1.5 year old and felt much safer having a passport for him in case something happens while in another country and not having to mess with the hassle that would entail to not have something. If you have the time to do a passport card, I'd definitely do that to make sure you're covered.
 
Passport Card takes the same time as a Passport Book. The card doesn't really do anything for a cruise that can't be done with just a birth certificate, and as PP mentions she cannot fly home if necessary. I would get the Passport Book. BUT if time is tight, be sure to have an extra birth certificate just in case of a delay. She can cruise with just the birth certificate.

Ah, you're right about the flight part of the passport card. It is cheaper for the card than the book, but again, if you have time, get the passport for peace of mind. Actual experience of timeline is nowhere near what the passport website is saying. We got our non-expedited books in 7 weeks when the website said it'd be 12.

My sister & her husband got their passports in 8 weeks. My son got his in 3 weeks.

Passport/ passport cards are generally not required for US citizens on closed loop cruises. Typically a birth certificate and state ID is sufficient even for adults. However most, including myself use a passport due to any unforeseen circumstance.
