i4 is it really that Bad??

The problem with I-4 is that you just don't know. I've driven it with no issues and I've sat for 4 hours in "moving construction". No rhyme or reason. And once you're on I-4, there's no real alternate route - you're committed.
Yes. Four hour sit time is bad traffic. I have worked in West Africa and a city there you can occasionally sit in you car all night. I worked with a guy who was there before they had any stop lights in a mega city and at that time people would just vacate their cars in a jam and walk home and come back the next morning hoping things had improved.
 
The work on I-4 is more in the downtown Orlando area than the WDW area. Even when they finish the I-4 work, I'd still expect traffic issues.
When the current work is done, they will be shifting to work on the stretch between Universal & Disney, including the demolition of Crossroads shopping center for a new interchange. I'm not sure whether they'll also be adding tolled express lanes to that stretch.
 
Here's the biggest issue with I4....add tourists to the already bad volume. When you put people trying to get to and from their jobs, quickly, in with tourists who have no clue where they're going...well, recipe for disaster!!! Add in all that construction...whoa. My dd, almost 26, never drove on a two lane highway if she could help it up here in central Mass!!! She moved to Orlando and all bets were off....now, she's back home, driving the Pike, saying 'heck, I drove I4 all the time, this is a piece of cake!'.
I do try to avoid it when I'm in Florida, if I can. It's just a nutty roadway.
