Interestingly enough, I was at a breakfast this morning where Don Carey (MPD's police chief) spoke and said the best way to support law enforcement is to let them know what is going on.
Not where I live. I called 911 while driving next to a car that had a tiny baby sitting on the lap of the mother in the front seat (and no she wasn't nursing). The dispatcher said unless *I* wanted to press charges (why would *I* want to do that?) there is nothing they can do.

I'm glad the police did something where the OP lives. After thinking about it for a minute, maybe the van door was stuck and wouldn't close and maybe the driver thought it would be more safe to buckle the girls in the front? There is no excuse, but maybe that was his rationalization
