The legality of a war

Canada has a history of joining in armed conflicts that are backed by the UN or NATO. The Persian Gulf War had the backing of the UN and Canada was among the fighting forces that successfully booted Iraq out of Kuwait. All five Canadian parties voted in favour of bombing during the Kosovo crisis in 1999, after NATO called for the strikes. Both of these military operations had the stamped approval of organizations that have some legal authority to use force of arms.

With the current crisis in Iraq, the U.S. does not have much support, if any, from the UN or NATO. If the U.S. attacked Iraq now, it would be viewed by many nations as a violation of international law, a concern for Canadian lawmakers. "We believe very strongly in building legally-based, multilateral reactions to problems in the world and we would urge the United States to accept that…," Minister of Foreign Affairs Bill Graham said in June.
