What about "These Are Days" by 10,000 Maniacs? (The song was released in 1992, so your sister would have been in her mid-twenties when it was popular.)
I also like Billy Joel's "She's Got a Way," but I guess it was intended more as a romantic song.
I second the previous posters, who suggested "100 Years" (Five for Fighting) and IZ's "Over the Rainbow" (Israel "IZ" Kamakawiwo'ole).
Ultimately, though, the songs that will have the greatest meaning are those that your sister associates with happy memories -- like someone else suggested (above).
