Without knowing the issues at hand it is hard to formulate questions. Along with the other testing you had done did you get her vision and hearing checked? Sometimes the answers are simple.

I'm very confused-what is the IEP for? Did she have a cognitive and achievement test done? What else? What was not addressed with you? Did the school do testing or did you have that done outside? I will try to get back to you with some questions to ask if I understand in time. I have class in a bit though...

If all learning disabilities were ruled out and she is not entitled to resource room see if the school has a support program for reading/writing or math. I know my elementary school has these for children that learn at a slower pace.
