what questions should I ask to make sure I get one that knows what he/she's doing?
 
think of something funny here - but I can't:( :( I thionk I'm loosing it!
 
ask for his masters license if he is on his own.....if he works for a company then a Journeysmans license is good enough.........that should be all you need......

A license doesn't guarantee he/she's a good electrician nor that he/she is ethical. If its a major problem then ask for references too. And make sure you get any price quotes in writing and have them date it for how long that price is good for. You can always call the BBB to see if there are any complaints filed against the company. You could also call some large general contractors to see who they would recommend.
 
You can always call your local code enforcement office for the list of local electrical inspectors and see if they have any recommendations for you. They see the work of the contractors every day and can tell the bad ones from the good ones.
 
A licensed electrician is only as good as his/her worst apprentice.

It's best to ask around.
