One of my biggest pet peeves is IRRESPONSIBLE PET OWNERS!! Sorry you have to deal with this. I have my own dog issues in my building, so I feel your pain.
We have dogs that back up to our house who bark and I've noticed that Lowes has one of those sonic barking things that looks like a birdhouse. I'm thinking of getting one of those, but I'm hoping that back to school will straightened out the owners and keep the dogs quiet.
I am the owner of a "talkative" dog and these things did not do SQUAT!. I returned them and purchased a shock collar from Petsmart (no flames please, it was a last resort) and it only took one zap for Scarlett to learn her lesson (very similar to the one time she walked in front of DD on the swing and got bumped...she avoids the swings like the plague now). Now all I have to do is put the collar on her when she goes out, dead battery and all, and I never hear a peep out of her. She's primarily an inside family dog, sleeps inside at night, but on nice days, she does like to spend time wandering the yard and lounging in the grass, but without the collar, she barks at everything...people walking, my neighbors friggin cats who poop all in my flowerbeds (don't get me started there) my poor neighbor working in her yard. I also back up to our neighborhood pool and the kids jumping off the diving board drive her insane!
The $50 on the shock collar, while not for everyone, is a lifesaver for us!
For what it's worth, my former neighbors (before we moved) had a big dog in the yard, that barked ALL THE TIME...day and night. The most neglected doggie ever. I didn't hesitate to call them at all hours when that dog would go on and on and on in the middle of the night barking at nothing, so I am very concious of a barking dog and hate them I'm the owner of one, but we tried it all before we resorted to the collar.

No flames - you're what is known as a responsible pet owner. Like I said in my title - I love dogs, BUT...Unless you live on a huge acreage and your pet wouldn't bother anyone, it's every pet owner's responsibility to make sure their pets are safe and well cared for and NOT A NUISANCE. Many do the first part and forget the second.

I hope you get some sleep. I have to say when we moved, I sure do miss my neighbors, but not Rusty. I'm sure he's still buggin' the heck out of the people that bought my house
