Unless you qualify for a student/teacher version, I would say not to bother. I teach Dreamweaver and web design at the university level and I just had this chat with my students last week. While some of the functionality in the newer versions allows you do to advanced coding (javascripting) your average person has no need (or desire) for that.
The interface in the older versions is also pretty close to the newer version (I actually prefer the older versions).
If you are new to web design, I suggest taking advantage of the in-built tutorials in Dreamweaver -- that was how I taught myself the basics 15 years ago.
