If she wanted to see the photos, then she should have ASKED. That's what you do when you want to see someone else's stuff. You don't just pick up an envelope that belong to someone else and go through it. You ASK.

This card/gift belonged to the daughter. It was not the mom's and being that the daughter is an adult--none of mom's business. She should not have picked it up.

Additionally this is not two young children being treated differently. Two adult children that may have different needs and that may be why they were given different amounts. Adults do not have to be treated 100% equal all the time.

As for the stolen item; that is a MOTHER-DAUGHTER problem and should be dealt with between MOTHER and DAUGHTER. Daughter is an adult and certainly should know right from wrong. She should not have packed up the item. The OP heard part of a conversation; she does not know for sure if her mother encouraged the daughter to take the item or not. And even if she did, I certainly hope that this adult daughter has more back bone than to be talked into doing the wrong thing that easily. And, I repeat, this needs to be dealt with between the mother and daughter not the grandmother.
 
Wow, I am so glad I don't spend Holidays with those of you who feel its okay to go through someone's things just because they happen to be left out on a table on Christmas. Do you have no sense of privacy? Do you all feel its okay to go through the medicine cabinets too?
