I don't understand about "getting your post count up"

Where's this birthday board? I'm trying to get up to 10 posts so I can PM someone on the restaurant board and get a copy of her MS Word document with all the menus on it for taking to the parks!!

It does seem a silly rule that you need the 10 posts before you can Post a picture. But I suspect 10 posts is too much trouble for those who abuse the internet.
