I can make posts, but I cant reply to anyone

I just set up my account yesterday and can post, but can't respond to anyone else's post or to anyone's comments on my posts. It says to contact an administrator, but I can't find where or how to do that.

Not sure, but maybe you need a certain post count to Reply? You could try upping your post count to at least 10 in the Test Board;

No, not necessary to have a minimum post count to reply to threads. OP seems to have figured it out, though.
