I called Planet Hollywood re: dining plan

OK, I had to find out so I called the restaurant. Any entree item over $21.00 would require the customer to pay the difference.

Now we know.

Thanks so much for calling! Looking at the menu, there are only 2 steak entrees that are over (21.95) and the Surf and Turf (28.95).

The value of the table service voucher is around $25 less tax and tip winds up around $20. Sounds like appetizer, dessert and drink are free. May not be as big a give away as other restaurants but still sounds like a good deal.
Sounds like it's fair to the restaurant and fair to the guests.

I agree. We're planning on going here for dinner after DQ.

Wolfgang Puck's Cafe is on the plan and they might have better food than Planet Hollywood. Similar restriction, they go up to $27 for an entrée.
