Yanno, it's a funny thing, but the caveat we hear most about polls
is something along the lines of "it's how you ask the question".
Well here's how the Time pollster asked the question:
"Suppose the 2004 election for president were being held today, and you had to choose between John Kerry and John Edwards, the Democrats, and George W. Bush and Dick Cheney, the Republicans. For whom would you vote?" If undecided: "Even though you haven't made up your mind yet, do you lean more toward supporting Kerry or Bush?"
So the Times poll removed part of the undecided by asking them who they "lean" towards supporting, not who they'd vote for.
Apparently, Zogby and Rasmussen asked the straight line question of "who are most likely to vote for" without asking the undecideds to choose which way they're leaning.
That twist in asking the undecided who they lean towards may've skewed the results.
What does it all mean........your quess is as good as mine.
