During a mid June EMH is it possible to do both RNRC and TOT with a child swap (so riding both twice) during that hour?

Anything is "possible", if you got there at EMH RD and went right to RNRC then TOT you should be able to do both in an hour.

We RD EMH last October (the busy part of the month) and was able to fit in 2 RNRC and 3 ToT back to back with little to no wait. No child swap. It was awesome! We got there early enough to be 1st in the line we were in at entrance. By the time the gates opened, there was a massive sea behind us. We got there about an hour before EMH. But, the crowd didn't really start arriving til about 15 minutes after we got there.
