HR Recruiters/Reps Question

In general, what is the turnaround time for contact if the company is interested in a candidate? ie. If someone submitted a resume today, and the company was interested in speaking to the candidate, how long could the person expect to wait for a phone call? Should a person be calling the company to follow up on their submittal? I know some companies despise this.
