Just a guess...the availability for me to send a PM showed up later on. I don't know if it takes a few minutes/hours after your 10th post, but now I'm able to send PM's.

Yes, it takes the system a little time to recognize when someone reaches their 10 post milestone. Generally 30-60 minutes.
