Postcards and emails are sent at Disney's discretion to certain segments of the market, such as certain ZIP codes. Your best chance of getting one of these is to subscribe to everything Disney you can. If they do a survey with you in the park or on the phone, be sure to give them an email address.

There's no way to guarantee any discount will be offered to you (even with the AP or AAA), but you can increase the odds.

You'd know it if you received one. There is no way that I know of to get on a postcard "list". You can watch here, or also Mousesavers, for any discounts.
