I want to know how to get the best possible rates at Disneyland Hotel. I'm looking at going in possibly February, May, or September/October of 2016. I think those are all the cheaper seasons, someone correct me if I'm wrong. I've seen some people get great deals like 15-25% off on Orbitz, would this be the best discount site? What other sites should I keep an eye on? Any other thoughts or suggestions? When should I anticipate 2016 rates be available?

The months you have mentioned (two of them) would coincide with much lower rates at the 3 hotels on property due to Dapper Day. I got the DLH $199 a night for our upcoming trip. (compare to over $300 and I say that's a deal!) Dapper Day occurs twice a year and it appears that all three hotels are available with lower rates during a 2 week time period.
Good luck!

What dates did you get that rate and who did you book through?

Dapper Days has a website and there's a link for booking hotels at the Dapper days rate. I booked one night there last February and got the Grand Californian for $225 I believe.

I have to warn you, though, that they seem to be cracking down on people who are using the rate but not participating. I booked back in November and I got a rather odd call a month or two later from Disney Reservations. The agent said that the rate was only for Dapper days and my booking should have included one of the weekend days to be valid. I explained that I was actually participating and my trip did include those days but I was staying elsewhere for the first few days of my trip and only booked the GCH as a special treat at the end of my trip. That seemed to satisfy her, but I got the impression that she would have tried to cancel the booking if I had told her that I had only booked for the good rate and wasn't actually going for Dapper Days. I wasn't asked for any sort of proof of participating when I checked in, though.

I'm not sure if anyone has had a similar experience while using the Dapper days rate.

So when would they start to advertise for DD 2016?

I read that this could happen, but as we are booked for the actual event (tho staying offsite in the days prior), I'm not concerned.

I booked at the Dapper Day site, tho this year's has sold out of those rates. September's rates might already be up; you should go to the site and read up on the event. I assume that the rates are better because the group can get the convention discount from Disney. This will be my first time attending but others on here who have much more experience can be helpful to you. Just ask.

Disney offers convention rates to some groups, events, conventions, etc. Almost all of them require you to register with the convention to book anything. There used to be another one that made their booking information public like Dapper Days. It was recommend so much (mostly on this site) that it reached a point where actual participants couldn't get the rate anymore. The mods instituted a rule that it couldn't be mentioned here anymore. Dapper Day has the first level of crack down where Disney now requires you to stay the night of the actual event. I speculate that they'll have to tighten it down even further soon, either because their participants start complaining or because Disney won't give them the rate anymore without a formal registration.

As of now, there is no formal registration for the event, as per the site itself.

Where is the notice for not posting any longer the Dapper Day hotel discount? When did that happen? tia

Other than Daper Day, any other thoughts regarding my OP?

I found this online last year.
When to go to Disneyland…..
Crowded:

Hopefully this little guide will assist you in choosing your dates. Of course it's best to avoid U.S. holidays for the sake of crowds, but who can stay away from the holidays with all the decorations, special events, shows and fireworks? Hard choices! As we look into our crystal ball here is what we (think) we see:
  • Best: most of January, last week of February, May, first half of June, most of September, October, November, first half of December
  • Tight: most of February, late June, July, August
  • Shoulder-to-Shoulder: March, April, late December

The "Best" times are when you might find less expensive room rates.
The only time you'll find rates like they have for "Dapper Days" is for conventions.

Go to the Disney site and try different dates to see when the room rates meet up with your budget.
https://disneyland.disney.go.com/hotels/

Have you called Disney to see what specials they have?
Annual pass discount?
Military discount?
Low season discount?

For the General Public, Non-Convention going person, the only way I know to get a rate of $199 DLH & $225 GCH is to go during Dapper Days.

To OP - there isn't any set time Special Deals pop up. All you can do is hover the internet waiting for that special deal to pop up. And then Book IT!

I heard they also do discounts during "Gay Days" in October. But, I don't know if they require you to verify if you're actually participating in the festivities or not.

It was abused so much that they had to put the hotel and ticket discounts behind a login on their site. Pretty much every other convention does this, which is what makes the 2 that don't so appealing to people who want to get those rates.

Frankly, I think it's a good idea to make people register. I didn't used to feel that way, but it sure does impact everything when they make the 50% off room rates available to anyone and is kind of a bummer sometimes for those of us who actually go for Dapper Day. On the other hand, it might be too late to stop it at this point since having to register without having to attend anything might not stop anyone.

It would stop very few people. There are many people who will go to much further lengths to save a lot less than they save with the convention rate discounts. A login would probably deter a few people, but not many.
