How to confirm that PM is activated for me....

When I hover over my username, I see Messages: 70. Does that mean I've met the required 10 posts for PM to be activated for me?

If, when hovering over someone's username, you see "Start conversation" you can PM (called conversations here).

I still can't PM. Is there something additional I need to do other than post 10 messages and wait 24 hours?

When I hover over your avatar I see the "Start conversation" button. It sometimes take a while before the system recognizes that you've met all the requirements.
