Started level 3 and all 4 ships got stuck like this. 
Luckily I was already ahead in points so I ended up winning. Sorry for the teaser. I've been meaning to post some hints and haven't gotten a chance, but here are some tips that might encourage some of you to try again.
First lf all play by yourself. Create a game and start it immediately. Strategies for computer pirate ships are very different when playing other humans.
If possible approach the other pirate ship straight on and set your destination past where you'll pass. Like two trains approaching each other from opposite directions. You need to work on your timing so you'll hit the other ship as you pass. If there isn't enough space because of the initial location of the ships try approaching and make the other ship follow you and then make a 180 degree turn and use the above strategy.
If you need tp approach from a different direction make sure you keep moving and turning. Shoot and turn, shoot and turn... Don't try to stop and shoot. You really need to learn to shoot and move. Make sure you keep replenishing your health.
If I get a chance I'll try to post pictures and strategies for each level. Don't get discouraged and just practice moving and shooting .
