How to add money to Paypay debit card

I do not have access to a bank account, to I was wondering how would I be able to add money to my Paypal debit card.

I do not have a credit card at all, so I was going to use the PP Debit/Visa card to take care of a certain bill that requires a credit card.

With no access to a bank account, how do you normally pay your bills?

And what kind of bill stipulates that it has to be paid with a credit card? Can a "bill" even legally require that method? What would people do who don't have credit cards - just not pay the bill?

Also, I don't have a bank account either. What I use is a Walmart Moneycard.

It is a Visa prepaid card that is also reloadable. You can get a free card if you sign up online(You can get one in store, but I think it costs $3). It is used like a credit/debit card. You can reload it with cash($3 reload fee), or with payroll or government checks($3 check cashing fee, $0 reload fee) or with moneypak, at any register in store. You can even have your check direct deposited($0 check cashing fee, $0 reload fee) into your moneycard. They also have an online bill paying option, and payments are made electronically or by paper check. You can also have additional cards on your account.
