2 more points to think about:
1-Any reputable place (meaning any clean place with good artists who aren't out just to make a buck) will NOT tattoo anyone under 18. If they did-I wouldn't consider going there.
And no, unless she lies, a friends mother is NOT allowed to be your parental consent. And, if she does lie, and your parents dissaprove-they can sue her AND the parlor.
2-The chinese letter thing is a fad. In 5 years-you may look at it and wish it gone, because you're wondering why you thought it was so cool. While your name will be the same, I guarantee your tastes will not.
I hope you make the right decision. Tattoos are PERMANENT. And even if years down the line you decide to have it removed, it is costly and most often leaves a scar.
You are only 14, you are still VERY young (not saying I'm an old lady, but when you're a teen, even a YEAR can make a big difference in your tastes and maturity).
I really hope you decide to do the right thing, instead of the cool thing. Chances are, you'll regret it.
