My family lives in East Texas and we've been going to WDW more frequently the past few years with young children. We went last December and I just got the bug to go back (or maybe the bug is just to plan another trip) so I'm planning a trip for late Nov/Dec. this year.
I think going once a year, while it is a little indulgent, is OK. My DH thinks I'm crazy, but has already given in to my obsession. He thinks the only people who should go this often are people who live within easy driving distance to Orlando.
I agree that maybe it won't be the best idea with an 18 mo old DS (sister is 4). But it makes me happy to have something to look forward to. And even though it is harder to go there (or anywhere) with very young children, I feel that WDW is a place that you can go and do, while being a place that is tolerant/understanding of the little ones if there is the occasional melt-down.
Anyone else who lives fairly far away go regularly?

We are going 3x this year!
Are we crazy? Maybe, but we just love it there! 
! So, I think every year and a half or so is good. I would love to go more often, but the budget just won't allow it!
