How much would I tip my wagon/sleigh ride driver?

We went on a carriage ride a Port Orleans Riverside. When we tried to tip the driver he said he was not allowed to accept tips.

I went on a sleigh ride in 2008..we tipped $20 and he took it!
He was awesome and there were 5 of us.
