Annual dues currently range from a low of $3.82 at SSR, and $3.86 at OKW to a high of $4.87 at Vero. I'm not sure about VWL.

I think the answer to that question is it depends on when you want to go and how particular you are about where you stay. For example, early December is likely to be tough because of holiday activities combined with low points. Late September through October might be tough at BCV/BWV because of the Food and Wine Festival at Epcot -- however you might find plenty of availability at OKW and SSR.
If you want to go at a particular time of year, and you can book seven months or more in advance, then the common wisdom of "buy where you want to stay" makes perfect sense. If you can't book more than seven months ahead, or you
don't care where you stay, then it doesn't matter.
Whenever we discuss this issue, the typical example is what I've given above - BCV/BWV during F&W. However, that 11 month window may be even more important if you want to vacation at Vero or Hilton Head in the summer.
The other piece of the "conventional wisdom" is that booking at certain resorts - especially BCV during F & W and VWL during the holiday season - will get more difficult at the seven month window as more and more people join DVC. That seems logical, and in fact, I think some are already reporting more difficult ressies at seven months at the smaller properties.
