How many warnings should people get?

I'm here now and a have noticed an increase in the amount of times cast members have to tell people to sit down on rides. The other day on the Safari the same family kept standing up and the cast member had to tell them five times to sit down. and just today I was on living with the land and the recording came over the PA system 4 times telling somebody to sit down. These are obviously dangerous behaviors and the family on the Safari was behind me and the child almost fell out when the truck hit a bump. The parents didn't even seem to care because they kept allowing that behavior and doing it themselves. I think if they have to tell you three or more times then they should have security waiting for you when you get off the ride to have a conversation with you.

Once on the Safari there was an extremely drunk man that continued swearing, smoking, and ultimately flicked his cigarette into the "savannah". No one did a thing.
That is horrible and unacceptable. Hopefully they did call it in and security caught up with him.

Not that we saw - and we were behind him after the ride for quite a while. We wanted to see if he was going to fall down, as he was pretty much laying down sideways on the whole safari ride. I mean he was LOADED!

I cannot imagine someone smoking on a ride with about 40-50 people on it and no one saying anything with children around. If the CM didnt notice or say anything they should be fired. Smoking on attractions, even an outside attraction is grounds for dismissal.

It was later in the day - probably only about 10 people on the safari. We were in the back row and the drunk was in the first row. I think we were all just waiting for the driver to say something but he never did.

Once while on the Safari a family was doing a lot like you described. After 3 warnings the driver stopped the vehicle and made the announcement that it would not be moving while people ignored warning. Well is sure worked everyone on it began yelling at the people to sit down. Could you imagine that stupidity of standing if you were going over the gators?

Bit of a Darwin Award Winners right there.
We weren't close to them but it was shortly after the gators for like the 3rd time. Don't get me wrong I am a picture freak I take thousands every trip but I have managed to sit for them on Safari.

While I think most rational people would agree that this is unacceptable behavior but on this ride there is not much the CM can do. They can't stop the ride and make the person get off!! I am sure the CM is trying to manage the situation as best they can. Trying to keep the individual under control while completing the ride. I would imagine the CM is reporting it via their radio and that something might have been done once the ride arrived back at the station.

The driver never said a word to the man, and like I said, we were behind the drunk for quite a while after getting off the ride and no one approached him.

When people do things that could actually harm another person. I’d say one warning. And standing in any ride that you are supposed to sit down on is a major safety issue for others also. And, I’m pretty sure it’s a misdemeanor to violate safety rules.

I have found with Disney they are very good with dealing with problems without people seeing. I love people watching and have seen, on a few occasions, a rambunctious person guided away to a quieter corner where they were dealt with.
I remember one in particular. We were on the great movie ride and a group of young adults were on. One had a shirt that had mickey gloves on it with the middle fingers showing. I'm guessing he wore a coat through security and took it off in the park. Anyway, after the ride, and in the gist shop various 'guests' inconspicuously blocked paths and he was slowly moved to a corner near an exit (I don't think he realized it was happening). A CM approached him and I overheard him, very politely, request the male had two options. He would buy him a shirt he could wear and take off the one he had on or he could leave. The person accepted the shirt and went to change. The great part is that when I looked around I could see about 4 or 5 suits hanging in the weeds watching. If things got out of control they would have swept him away out the back very quickly.
While what OP saw is truly obnoxious, frustrating, and doesn't belong in Disney, what would the cast member do? Let's say he gave him warnings and the guy doesn't stop. Should they call in security there? Do they drag him off the vehicle? What if he doesn't want to go? Do you want your kids watching a fight between security and a drunk patron? The best course on their part is to let it play out and the can deal with him off the ride where it is away from the 'magic'.
Having said that, I do believe if it is bad enough they will do with it appropriately right then and there. Security is very much about risk management. What do we gain an what do we lose by dealing with things in a certain manner at a certain time.
I know it would never happen but I think a Disney security TV show would be amazing. All the stuff that goes on that we never see.

ETA sorry I realized after the drunk person was not from the OP post

Yes, they should have dealt with him when we all got off the ride - they did not.
