It may have freezer burn, I'd throw it out. I think you're only suppose to keep most meats frozen for about 2 months or so. Although I usually have some longer than that, sometimes they're okay but sometimes they get kind of dried out or the freezer burn. It may not have gone bad where you'd get sick from it but it probably won't taste good.
I'll second the vacuum packing! We got a Foodsaver for our wedding last year, and absolutly love it. We can buy a large roast, cut it in half (or even thirds) and vacuum save the portions we aren't going to prepare, and the meat will stay good for a very long time. It definitely helps stretch the ol' food budget a little farther.
If it's not white with freezer burn, it's being eaten. We've had some for 2 years (probably not recommended...) in a free-standing freezer and it's been fine.
