How long should it take?

We are going DCL this time instead of a park visit. We are flying in the day before early in the day. We have decided doing a one way car rental is the way to go and staying near port the night before our cruise. It has been a long time since we rented at car (usually use ME). If our flight arrives at 9:18am what time should we put for the rental car. How long does it take to get luggage and get to rental place. I would normally just put it for 9:30 but I would like to not turn it in until after DH drops us off at the port and I know they charge extra for over 24 hours.
