How long does it take for the loading dining to come up

I'm trying to set up reservations and when I go to dining and then click on a restaurant and click make a reservation - I get loading dining system and then it doesn't move. Am I doing something wrong. I've done it before, but I've tried the last several days with no luck. I'm logged on, so I know it's not that. Thanks.
