My mom made me wait until I was 18. When prom came around, I assured her that since I was still 17 that these pretty pink earrings would match my prom gown so much better as a piericing and not a clip-on. Also, I had to press the issue that I would be 17 and in college soon...
So, I got to have them done at 17! YAY for me.
But, you should all know that I couldn't stop and now I have 10 piercings in my ears. Two were not enough and I really like how they look now with their tiny silver ball studs. I had them all done before I turned 18.
I'm 41 now and don't regret it. Every once in a while I'll wear my hair up at work and it causes a huge sensation as no one ever notices them.

. I got my second holes in middle school and the third when I was in high school. I only wear one pair in the first hole now though. My parent's weren't really strict with stuff like that. My brother had his ears pierced all the way up on both sides and his tongue pierced 3 times when he was 18-20 but they're all out now (he's 31) and you can't tell. No gauges were allowed though as they take plastic surgery to fix and no facial piercings (like lip, nose, eyebrow) were allowed in my house growing up either (my parent's weren't happy about the tongue piercings but he was an "adult" and didn't live at home anymore).
. If you all are wondering if this was done in the US? It was.
Tell your DD Congratulations!!!
