I have always been told that the trains do not run during parades or fireworks, because they cross paths. That has what I have always been told, but I think I remember reading on another thread way back when, that it was only during Wishes or Spectro they close, and now i don't remember which one...
I do believe after they are clear from Wishes they will reopen the train til park closing...
If there is Spectro during your stay, the trains will close. I learned the hard way. During summer, the train closed at 9:15 and did not open for the rest of the night.

The train can't operate during Wishes (it stops running approx. 20-30 minutes before the show) because the main (larger) fireworks are shot from near the outside rim of the tracks (back by Toontown.) And, as was said, if the park is scheduled to stay open substantially later after Wishes, they will sometimes start the train rolling again after Wishes.
I have ridden the train to Frontierland DURING the start of Spectro (to get a good spot to see it as it eventually rolls past back by Splash Mtn).
